What it is: A program that lets you go to different servers and to download files. Most of Hotline is Macintosh. There are many servers that offer very cool Macintosh files.
How do you get it: Well the easiest way is to click on one of the links on this page that says Hotline Client for 68K or click on Hotline Client for PPC.
What are some good trackers: There are many good ones but one of them with tons of servers is hotline.tracker.group.org There is also another without as many servers at hltracker.com
